SC CORPORATION
Departmental Activities:
- The East Godavari District S.C Co-op Society Ltd., Kakinada is established in the year 1974. It is affiliated to the Andhra Pradesh Scheduled Castes Coop.Finance Corporation Ltd., Hyderabad now functioning from Tadepalli w.e.f., 02/06/2014 i.e., after Andhra Pradesh State Re-organization.
- The Corporation Head Office (APSCCFC Ltd.,) formulates policy in terms of preparing annual Action Plans, monitor implementation of schemes by way of conducting review meetings, Video Conferences. The Corporation mobilizes financial resources from Government of India, State Government and other financial institutions and in turn, release to Dist.SC Societies for implementation of Schemes.
- The District SC Societies mobilize financial resources 15% Earmarked funds from the Local Bodies.
- The VC & Managing Director manages the affairs of the Corporation with the assistance of Two General Managers and other supporting staff.
The Dist.SC Societies function under the Chairmanship of the District Collector. The day to day affairs are managed by the Executive Director who is assisted by 2 Executive Officers and other supporting staff.
Objectives :
- To provide financial assistance for creation of income generating assets to the poor Scheduled Caste households for Social and Economic Development.
- To offer training programmes for skill Development / Skill up gradation leading to self/wage employment
- To plug critical gaps of finance in economic support schemes.
Eligibility: (upto 2018-19):
- Annual Income below poverty line i.e., Rs.98000/- in Rural and Rs.1,20,000/- in Urban areas for ISB other Schemes i.e., up to the financial 2018-19.
- Age of candidates should be between 18 to 50 years
- Beneficiaries with loan outstanding are not eligible under the scheme
- Minimum educational qualification is 10th pass or fail.
- Permanent driving license for Transport sector
Brief Note on State Govt.Schemes implemented:
Schemes taken up to 2018-19:
The APSCCFC has taken up the following economic support schemes up to the financial year 2018-19. All these schemes are implemented with loan tie up from the Banks and also directly by District Society and in convergence with line Departments.
Purchase of Agricultural Lands:
The Land Purchase Scheme is intended to provide agricultural land to the landless SC Women Agricultural Labourers from rural areas who do not own or possesses any land. Only married women shall be identified as beneficiaries and land purchased shall be registered on their names
Unit Cost:
Each identified beneficiary shall be eligible for
- 00 Acres dry land upto 9.00 lakhs (or)
- 00 Acres of single crop wet land upto Rs.12.00 lankhs (or)
- 00 Acres of double crop wet land upto Rs.15.00 lankhs
- If the unit cost is more than Rs.15.00 lakhs the same may be referred to the VC & MD, APSCCFC Ltd., for approval.
- Funding patter: 75% Subsidy 25% NSFDC Loan
Minor Irrigation Schemes:
The main objective of the scheme is to provide irrigation facility to the land of poor SC marginal and small farmers in their lands in rural areas by drilling Bore wells, Installation of Submersible Pump Sets energization and Laying of Pipe line etc., so as to irrigate their fields, improve the yield/harvest for sustainable income to their families.
Funding patter: 90% Subsidy 10% Benfs.contribution.
Energisation:
Service connection charges:
A provision for payment of service connection charges for Mi sources (Wells, Bore wells, Tube Wells etc.) created by Dist.Society and other agencies. Service connection and Development charges ranging from Rs.5100/- to Rs.6000/- per source is payable to the SE, AP TRANSCO of the District, as per requisition. The Executive Director shall ensure Energisation of all the sources created by the Dist.Society apart from other agencies, so as to put the sources for full utilization for the irrigation.
Funding pattern: 100% Subsidy
ORC Line laying charges:
The MI sources created by the Dist.Society/other agencies/drilled by the beneficiaries on their own, after filing AC/LT from with AP Transco for service connections.
Funding pattern: where the estimated cost for the source is less than Rs.50,000/- AP TRANSCO meets the entire line laying charges up to Rs.50000/- where the estimates cost exceeds Rs.50000/- the Dist.SC Society shall pay the amount up to Rs.30000/-
Animal Husbandry Schemes:
Animal Husbandry sector is the most feasible and viable scheme among developmental activities, for the up-liftment of the below poverty line families. It provides sustainable income and meaningful livelihood with minimum skills and available resources with them.
- a) Graded Murrah Buffalos ( 2 Animals): Rs.1.21 lakhs
- b) Crossed Breed Cows : Rs.1.00 lakh
- c) Sheep Unit (20+1) : Rs.1.00 lakh
- d) Mini Dairy ( 2 members) Rs. 4.00 lakhs)
Funding : Unit Cost: Rs.1.21 lakhs
Subsidy : 60%
Bank Loan : Balance
Self Employment Schemes in ISB sector:
The main objective of the scheme is to provide self-employment to the individual groups with Bank linkage. The incredible scheme in these sector viz., Kirana shops, Transport Sector viz., Autos, Mini Vans and other small business.
The unit cost in this scheme is Rs.1.00 to Rs.5.00 lakhs basing on the scheme
The funding pattern: 50% subsidy (Maxi. Rs.1.00 lakhs), remaining Bank Loan
Skill Development Programme for SC youth:
The following training programmes were taken up SC unemployed youth in the following fields:
- Job Oriented High End training programmes
- Placement Oriented Training Programmes
- Skill Development Training Programmes
Funding Pattern: Unit Cost: Rs.0.40 / 0.33 lakhs
Subsidy : 100%
Financial assistance to Vulnerable Groups:
- Assistance to Leather workers (Mochis/Flayer & Tanners/Cobblers)
- Financial assistance to Safaikarmacharis
- Rehabilitation of Bonded labour etc.
Funding Pattern: The unit cost is Rs. 1.00 laksh with 100% subsidy
Self employment schemes with loan under Non-Bank linked Sector from the Apex Corporation i.e. National Scheduled Castes Finance and Development Corporation (NSFDC) and National Safai Karmacharis Finance and Development Corporation (NSKFDC), New Delhi are implemented as follows:
NSFDC :
The basic objective of the project is to provide easy access to credit facility for the poor SC beneficiaries and educated SCs as lesser rate of interest for establishment of Self Employment units to identify entrepreneurial capabilities among SC youth and facilitate them to emerge as successful entrepreneurs in the society.
Eligibility:
- Annual income double poverty line Rs.98000/- in rural and 120000/- in urban
- Age between 18 to 50 years
- Education: 10 th pass or fail

Schemes implementing from 2019-20 onwards
No Action Plan for SCAP 2019-20 and funds were received from the VC & Managing Director, APSCCFC Ltd., Tadepalli for implementation. Thereafter financial year 2019-20, the Government of Andhra Pradesh has implementing its prestigious flagship programme ‘ NAVARATNALU’ for the welfare of citizens of Andhra Pradesh through the following programmes in which the SCs are also benefitting larger scale.
- Ammavadi – Rs.14000/- per year
- Asara – Loan reimbursement to SHG groups
- YSR Vahana Mitra – Rs.10,000/- per year
- YSR Chedodu – Rs.10,000/- per year
- YSR Nethanna Nestham – Rs.24,000/- per year
- YSR Matyakara Barosa – Rs.10,000/- per year
- YSR Cheyutha – Rs.18,500/- per year
- Vidya Deevana – Reimbursement of College fees
- Vasathi Deevana – Rs.20,000/- per year
Income Limit:
Rice Card Holder i.e., income of Rs.10,000/- PM for Rural area and Rs.12,000/- PM in Urban Area

Present Status of the beneficiary:
Before the Sanction of the Medical Lab unit to Sri Yennapu Venkateswrarao he has working as daily wage worker in private hospital and faced more problems for maintenance of his family. After sanctioning the Medical Lab unit to Sri Yennapu Venkata Ramana he has running the said unit sanctioned by the District SC Coop. Society Ltd., Kakinada and he monthly earned an amount of Rs.60,000/-. Out of which an amount of Rs.35,000/- was spent for maintenance and recovery of the said unit and an amount of Rs.25,000/- was spent for maintenance of his family and savings. As such the beneficiary has earning average income an amount of Rs.22,000/- per month. As the Hon’ble Chief Minister, Government of A.P. desires to uplift the below poverty line of educated unemployed youth by this Economic support schemes .As the beneficiary has benefited from the above unit sanctioned by the E.G.
