Samagra Shiksha

The Integrated Scheme “Samagra Shiksha’’ come in to the force 2018-19 envisaging providing an equitable and inclusive quality of education commence of SSA, RMSA.

Objectives:

  • Providing access to free education to all children up to the age of 14 years as stipulated in RTE act of 2009.
  • Provision of quality education and enhancing learning outcomes of students; Bridging Social and Gender Gaps in School Education; Ensuring equity and inclusion at all levels of school Education; Ensuring minimum standards in schooling provisions; Promoting Vocationalization of Education;
  • Building and infrastructure facility & other amenities to all the govt. and local body primary, upper primary and high schools/senior secondary meant for imparting education.

Departmental Activities :

Access & Retention:

  • Conducting Out of School Children Survey through ManaBadikiPodamMobile App in the district by CRPs, IERTs, PTIs with the help of Ward Welfare & Education Assistants, GramaSachivala Volunteers, Anganwadi Workers.
  • Improving access to all the children in the age group of 6-14 Years. (Primary & Upper Primary) by way of opening of new schools in school less habitations along with up gradation of Existing Primary Schools into Upper Primary Schools.
  • Mainstreaming of Out of School Children through conduct of Enrolment Drives convergence with DPCU (District Child Protection Unit), ICDS & Labor Department in the District.
  • Providing Education to who are migrant families Children going to other places for lively hood.
  • Providing Transport Allowance for remote habitation Children in Primary Schools having with the 1 KM, Upper Primary Schools having with the 3 KM and High Schools having with the 5 KM.

INCLUSIVE EDUCAITON:
Implementation of Inclusive Education to the children with Special needs (CwSN) under SamagraShiksha:

  • Survey on the identification of children with Special needs (CwSN).
  • Functioning of Bhavith/Non Bhavitha Centers for children with Special needs (CwSN).
  • Conduct of Physiotherapy camps and providing of Physiotherapy equipment.
  • Providing Home Based Education to the children with Special needs (CwSN) who are unable to move to the Bhavitha Centers.
  • Providing Transportation allowances.
  • Providing Escort allowances.
  • Providing Stipend allowances to the girl students children with Special needs (CwSN).
  • Providing Reader allowances.
  • Conduct of Medical Assessment camps for identifying children with Special needs (CwSN) for providing SADERAM CERTIFICATES & AIDS and APPLIANCES to the required children.
  • Providing Environment Building Programme.
  • Sports & Exposure visits.
  • Training Programme to Inclusive Education Resource Persons (IERPs).
  • Conduct of OSC Enrolment Drive.
  • Providing Braille Stationary Material.
  • Conduct of Teacher Need Analyses Training Programme.
  • Providing of Infra-Structure Training Material.
  • Providing TLM (Teacher learning) material.
  • Conduct of early intervention and detection camps.
  • Story Teller for CwSN.

GENDER EQUITY (KASTURBA GANDHI BALIKA VIDYALAYAS (KGBVS)

  • To remove gender gap to achieve the objectives of AP SamagraSiksha.
  • To provide quality education, food and health to the girls in residential mode.
  • To enroll 11-14 age group of girls who are out of school & drop outs in 6th, 7th and 8th classes.
  • To provide free education to SC, ST, BC and Minority girls.
  • To encourage the girls towards education.
  • To concentrate on areas with low female literacy rate.
  • To concentrate on areas with a large number of small scattered habitations those do not qualify for a school.

Brief notes on State Govt. schemes implemented:

OPENING OF NEW / UPGRADED SCHOOLS:

  • Curtail dropout rate and universal access to education at all levels, Support for Infrastructure from Pre-Primary to 12th.
  • Norms for opening new schools:
    • Primary =  01 km
    • Upper primary   = 03 km
    • Secondary = 05 km
    • Higher& Senior Sec. = 07-10 km
  • Before proposing up-gradation of schools to UP/Secondary/Higher Secondary level including addition of New Stream in existing Higher Secondary Schools, the School Mapping done through GIS Portal: in.

(RESIDENTIAL SCHOOLS/HOSTELS in the name of NetajiSubhash Chandra Bose AwasiyaVidyalayas / Hostels):

  • Support for reaching out to children in sparsely populated, or hilly and densely forested areas with difficult geographical terrain and border areas where opening a new primary or upper primary school and Secondary/Senior Secondary schools may not be viable.

TRANSPORT/ESCORT FACILITY

  • Provision for transport / escort facility up to Secondary level (X Class) for children in remote   habitations   with   sparse population where opening of schools is unviable or  where  Gross  Access Ratio  is 
  • State would need to notify such habitations and identify the number of children in that habitation who would be provided this facility. This would be appraised based on the data provided by the District for such children under UDISE+. (Admissibility for Govt. Schools).
  • Transport facility may be provided up to an average cost @ Rs. 6000/ per child per annum up to Class X. This would be appraised based on actual cost to be incurred as per the distance, the terrain and the type of transport facility to be provided.

RTE ENTITLEMENTS:

SPECIAL TRAINING FOR AGE APPROPRIATE ADMISSION OF OUT-OF-SCHOOL CHILDREN (OOSC) AT ELEMENTARY LEVEL.

  • Special Training facility for out-of-school children to enable a child in Residential Special Training Centers and Non-Residential Special Training Centers (RSTCs, NRSTCs), admitted to an age appropriate class, to integrate academically and emotionally with the rest of the class.

FREE UNIFORMS:

JaganannaVidyaKanuka Scheme: The state govt. of Andhra Pradesh distributed these special JVK kits containing 7 items for students studying in all Government Management Schools . It is important to note that the cost of uniform stitching charges are deposited in bank accounts of mothers who send their children to schools.

3 Pair of Uniform: Each student of class 1st to 10th will be provided 3 pairs of school uniform as per their fit size.

TRAINING OF SMC ( PC)  :

Parent Committees (Formerly Known as SMCs) were formed (in all the eligible schools as per Right To Education Act 2009 in the District. Proper training and capacity building provided to Parent Committee members about their roles and responsibilities which is extremely critical towards ensuring their active and effective participation in planning, plan preparation, monitoring and supervision of the school level activities.

Language festivals are to teach and provide information about the Indian languages to students interested in languages and cultures, and to show the wealth and diversity of language

INCLUSIVE EDUCATION (Children with Special Needs (CWSN):

  • To achieve 100 % literacy, the Central Government incepted SamagraSiksha. This scheme is being implemented on machine mode with the contribution funds from the Central and State Governments. Under the objective of inclusive education, every year the identification survey of children with Special needs (CwSN) will be conducted to enroll them in age appropriate classes.
  • For imparting instructions to these children with Special needs (CwSN), there is Bavitha/Non Bhavitha centers are functioning. In these centers 3 categories of children will be given instructions i.e, MR (Mental Retardation), HI (hearing Impaired), VI (Visual Impairment). In each center one IERP and Care giving Volunteer are working.
  • To ensure sustainable education and retention, these children with Special needs (CwSN) will be provided with Transportation allowances, Reader allowances, Escort allowances, Stipend to girl students, Home based education to those who can’not move, providing Physiotherapy, providing with required Aids & Appliances.
  • In the aspect of capacity building the IERPs are being provided with necessary training programmes to deal with the CwSN. Similarly, the general teachers have also been trained at district level training programme.
  • To encourage the CwSN, every year exposure visits and sports meets are being conducted.
  • To assist the CwSN, they are being provided with necessary infrastructure like TLM, Braille Stationary Material, digital voice recorders, MR Kits etc.

KASTURBA GANDHI BALIKA VIDYALAYA (KGBVs):

  • KGBVs are established and functioning in complete residential mode for the out of school Girl Children. Orphans, Semi Orphans, Single parents children will also be given admission in these schools. Each KGBV can accommodate 200 Girl Children.
  • In Kakinada District Region 4 Kasturba Gandhi BalikaVidyalayas (KGBVs) were established in Kotananduru, Tuni, Thondangi&Sankhavaram for Orphan & Single parent Girl children.
  • Intermediate course was introduced in KGBV, Kotananduru, Tuni&Sankhavaram @ 80 seats each.
  • State Government of Andhra Pradesh provided Uniforms, Food, Shoes, Text Books, Note Books, etc., under JaganannnaVidyaKanuka.
  • Enrollment was increased by implementing giving Ammavodiprogramme.
  • Especially infrastructure of the KGBVs is highly improved by the implementation of Nadu-Neduprogramme in Andhra Pradesh by the State Government.

BRIEF CASE HISTORY of the CwSN: Lower limbs are   affected

This is the case of 5years old girl child Talaka. Mahithais daughter of T. Venkatasatyanarayana and T. Mamatha a resident of Pathakottam, Kotanandurumandal, East Godavari distict. They have 2 children out of these 2 children Mahitha is the first girl child born on 22-12-2013 at Panduranga hospital Tuni through breech delivery. Immediately after delivery, there was absence of 1st cry and the child was effected with epilepsy and kept in the incubator box for 15 days in laalasatyanarayana hospital Tuni, where MRI scan was taken and the doctor diagnosed that there was non-progressive injury to the immature brain, so the doctor observed that there was delayed developmental milestones and referred to physiotherapy. After mobilization of IERT Teachers her parents came to know about physiotherapy camp Kotananduru and attending physiotherapy camp every Tuesday.

TREATMENT /Training / Teaching /Mechanism was adopted  by IERP

  We have been giving passive movements, stretching, bridging, rolling, corner sitting, bolsters and placing on wedges and Swiss ball activities and PNF techniques.

We have taught her parent home programme like proper carrying of the child, passive movements, positioning, corner sitting and bridging.1

After physiotherapy session she slowly began to develop milestones like neck holding, corner sitting, standing.Now she is able to sit without support and stand with support and walk with support.

Parent Opinion / Physiotherapist Opinion  / IERP Opinion:

Parent opinion: We very much be grateful to sarwasikshaabhiyan for conducting such physiotherapy camps at mandal level and providing a good and valuable treatment. Now my daughter is able to stand with support and able to walk by holding my hands. My grateful and sincere thanks to the team of SamagraShiksha.

Physiotherapist opinion:

Before physiotherapy treatment, she is fully dependent on their parents and both the legs are addected and severe spasticity is there.After physiotherapy treatment she is able to sit with out support,stand with out support, walk with support,and now decreased spasticity and abducted both the legs and now she is sit in cross leged position.

IERT Opinion :

 Parents were not willing to bring her to physiotherapy treatment. I used to go to home regularly and say her parents to bring the child to physiotherapy,but they didn’t show any interest once her father came and saw the physiotherapy session then they came to physiotherapy treatment and now she is able to sit with out support,stand with support and able to walk with support.
